The Charges Against Flinn   

An investigation by base officials into an illicit affair between Marc Zigo and Kelly Flinn began last November. When questioned, Flinn claimed the relationship was platonic; Zigo, however, detailed the affair in a letter to prosecutors. Flinn was ordered not to have any further contact with Zigo. In late January five charges were brought against Flinn. Here's how they were spelled out in Air Force documents: Adultery Between July 1996 and January 1997, Flinn had sexual relations with Marc Zigo, a married man. Maximum sentence: one year.

Adultery

  • Between July 1996 and January 1997, Flinn had sexual relations with Marc Zigo, a married man. Maximum sentence: one year.


  • Conduct unbecoming an officer
  • Flinn's adulterous affair brought disgrace upon the armed forces. Maximum sentence: one year.


  • Failure to obey a lawful order
  • In December Flinn was ordered not to come within 100 feet of Zigo or his residence. She violated the order many times until January 24. Maximum sentence: six months.


  • Making a false official statement
  • In an official statement Flinn said, ``nothing intimate or sexual has ever occurred between [Marc Zigo] and myself," a statement which was false and Flinn knew was false. Maximum sentence: five years.


  • Fraternization
  • Months before her affair with Zigo, Flinn had a sexual relationship with an unmarried enlisted man below her rank, violating a regulation that forbids breaking chains of command. Maximum sentence: two years.
