According to the Institute of Applied Research in Jerusalem, the Palestinians control 95 percent of the water resources in Gaza. Estimates vary widely when it comes to control of the land, however. A June 2004 report on Gaza by the World Bank states that 15 to 20 percent of the land is occupied by settlements.
