AJR's 2009 Count of Statehouse Reporters

AJR's 2009 survey of state government coverage found 355 newspaper staff reporters covering the state capitols full time. This is a decrease of more than 30 percent from the 524 counted in 2003, the year of AJR's most recent census. The numbers were cross-checked with about 400 reporters and editors, who gave generously of their time.

Forty-four states received a "down" arrow, indicating a net decrease in full-time reporters since our last count. Four states received a "sideways" arrow, meaning that the total number of full-time reporters is the same as it was in 2003. Two states received an "up" arrow, which indicates a net gain of reporters.

The "session help" column indicates whether a newspaper assigns an extra reporter (or more than one) to cover the legislative session. This category is used as a tie-breaker to determine a state's status if the number of full-time reporters remained the same since 2003. Reporters who dip in and out during a session are not counted in this category — only those who cover the entire session. In some states, such as Pennsylvania, the legislature meets year-round, and session reporters automatically are full-time reporters. The survey counted 61 newspapers assigning extra session help, 11 fewer than the 2003 survey found.

The survey is unable to capture every nuance of state government reporting. For the sake of consistency, it is not able to tally one-half or one-fifth of a reporter's time.

However, the survey is able to tally the number of full-time watchdogs keeping their attention focused exclusively on the nation's statehouses. Comparing counts over the years has allowed AJR to document American newspapers' waning commitment to state government coverage.

AJR's previous surveys were funded by the Pew Charitable Trusts as part of AJR's Project on the State of the American Newspaper. The first statehouse census, conducted in 1998, found that a sharp decrease had occurred over a 10-year period. There were 513 reporters covering the 50 state capitols at that time. The number fluctuated slightly through the next few years. For example, there were 543 in 2000, 510 in 2002 and 524 in 2003.

The latest count was conducted this winter, when most state capitols were gearing up for or in the midst of their legislative sessions. This survey offers a snapshot of statehouse bureaus situated in a quickly changing landscape. At AJR's press time, capitol bureaus were still eliminating positions.

The survey does include papers that ceased publication, since these contribute to the loss of reporting firepower.
